Starting the ChangeLog
There are two different procedures for enabling the Netscape
ChangeLogs, which is dependent on the server version.

If you are using Netscape 4.x, then you should enable the
standard ChangeLog.

If you are using iPlanet 5.0, you need to enable the external
ChangeLog system, called the ‘retro changelog plug-in’. You
