StartMonitoringCall
Description
The StartMonitoringCall method allows the client, which must be a supervisor, to set the value of the
currently monitored call that is used in the SuperviseCall method. Since there is no StopMonitoringCall,
call this method with an empty args parameter to clear the value of the currently monitored call.
