Modem recovery does not startup as expected when abnormal behavior (such as a no
answer condition or double digital signal processor failures [DSP]) is observed on a Modem ISDN
channel aggregation (MICA) technologies modem. This symptom may cause bad modems to be
allocated for a call and a low call success rate (CSR) on the system.
