IPNE service is allowed to associated/disassociated HNBGW
HNBGW should provide the following mandatory session information to IPNE client:
HNB Identity
HNB Location Information
PLMN ID
Cell ID
LAC
RAC
SAC
UE Identity at UE registration
HNBGW may provide the following optional information to IPNE client:
CSG ID
Service Area for Broadcast
HNB Cell Access Mode
HNBGW should also send the information stated above to MINE server at the time of HNB/UE registration
HNBGW should provide IPNE Client with session information for MINE server query for a specific call ID
identifying a specific subscriber in the system
HNBGW should maintain a subscription status from MINE server for a specific call-id. Whenever HNBGW
detects a change in the subscription parameters, it should notify IPNE client with the changed value. IPNE
client should then notify MINE server

Limitations
MINE server support available either through actual server or tools.
IPNE service configuration and associations will remain as they were in the previous release of HNBGW.
Grid based paging
Grid based paging is the way to find a UE amongst the HNBs by the HNBGW. Paging is complicated for the below
reasons:

UE can be in idle/unregistered state when HNBGW tries to page HNBs
UE may not be at the HNB from which it was registered the last time
Some HNBGW deployments may have around 500K active HNBs and it is not favorable to page all to locate the
UE
There are policies and optimizations to stop HNBGW from flooding the network with paging requests
Requirements for Grid Based Paging
HNBGW is expected to remember the Grid Id of the HNB where the UE was last seen
HNBGW is expected to fan out the paging request only to the HNBs which have matching Grid-Id to the HNB
where the UE was last seen. The paging request will not be sent to the HNBs which have a different Grid-Id
