same UE, then the later request is kept on hold till the first request is complete.

NAS Sequence number for CS-domain

When the redirection takes place for non-supported UEs, the CN node of the redirecting CN operator shall forward via
the RAN the value of N(SD) of the last message received on the MM+CC+SS (via CS domain)message flow to the CN
node of the next CN operator. By counting uplink direct transfer messages HNBGW will keep track of NAS sequence
numbering. It will ignore NAS sequence number received in redirection indication to another CN operator.

In this scenario HNB supports MOCN. CN also supports MOCN. HNB broadcasts common PLMN and PLMN List as
well. Supported UEs are able to read all these PLMNs.

1. RMS provisions common PLMN - C as the PLMN of the HNB. This PLMN is brod-casted and non-supported

UEs are able to read only this PLMN.

2.  HNB sends Common PLMN in HNB Registration Request.
3.  HNBGW sends Access Request towards AAA.
4.  Optional Allowed PLMN List is sent in Access Accept. This is not implemented in 17.0.
5.  HNBGW sends HNB Register Accept to HNB. HNB broadcasts Common PLMN and the PLMN list.
