t3346-timeout
: EMM backoff timer in seconds. Range: 0-11160 seconds (0-186 minutes). Default: 1500
seconds (25 minutes).
If an EMM request is rejected by MME because of congestion, it shall have EMM cause as congestion (#22) and
shall include back-off timer (T3346) IE. The back-off timer shall be chosen randomly and shall be 10% below
or above the configured T3346 timer value.
