System and Platform Enhancements 

Previous Behavior:  An MME manager failure could occur when the NPU was unable to handle a large number of flow 
installation requests (for eNodeB SCTP flows). 

New Behavior:  If the eNodeB association rate is more than the rate that NPU can handle for flow installation, the 
MME will abort those eNodeB associations.
