ICSR Improvements to Reduce Overhead for SAE-GW
Previous Behavior: There was no microcheckpoint support at P-GW to handle microcheckpoints from S-GW for
SAEGW calls. Extra full checkpoints were sent for some scenarios; some full checkpoints with data updated at P-GW
only and some with data updated at both S-GW and P-GW.
