If a QAM is not selected on the session list GUI, then the session list incorrectly

If the operator uses the Send button on the emergency alert system (EAS) messages

As you are setting up and saving a session, the session does not set up because the

QAM Known Issue
QAM CRs 59244 and 60424
If you have a large system with inband SI enabled, this can create a very large SI
table to be inserted onto the QAM. Receiving this large amouhnt of data may cause
QAM modulators to reboot.
