Stream Management Improvements
The following improvements have been made to stream management on the RF
Gateway 1.

Improved recovery of streams marked as "Input Loss."
Improvements in handling starting and stopping of MPTS streams with an
unblocked PAT are now implemented. Also, PAT generation handling is
enhanced when multiple streams are routed to an output.

Null PAT handling is improved to allow streams to remain successfully bound.
Recovery from streams marked as "Bad Input" (due to incoming PAT or PMT

A change was implemented in which the RF Gateway 1 now supports the
