To restore quarantined email to an Inbox: 
Provide these instructions to your users:
Open the 
Quarantine Summary
To restore a message, click 
Deliver
View quarantined mail deliveries 
Administrators can track the number and type of quarantined messages that users deliver to their 
Inboxes by viewing 
Quarantine Delivery
 reports. Use these reports to determine whether too many 
false positives are being detected and quarantined, and whether users are delivering 
inappropriate messages. 
To view quarantine deliveries: 
On the portal, click the 
Reports
 tab. 
Under 
Quarantine Delivery
, select 
Activity Log
Select 
Inbound Weekly Log
 or
 Inbound Daily Log
, depending on the number of days for which 
you want to view data.

 link for more information about managing quarantined messages.
