Local Bus to VMEbus Enable Control Register
This register is the map decoder enable register for the four programmable
local bus to VMEbus map decoders.

When this bit is high, the first local bus to VMEbus map
decoder is enabled. When this bit is low, the first local bus
to VMEbus map decoder is disabled.
