Specifies the EPS Session Management (ESM) cause code to return when a UE requests access when the

Usage
Use this command to configure the cause code returned to a UE when a UE procedure fails due to a
congestion condition on the MME. By default, the MME sends the UE the #22 - CongestionEMM cause
code and ESM cause code when encountering congestion.
