The two figures below show the S1-MME protocol stacks with and without the HeNB-GW. When the
HeNB-GW is not present, all the S1 procedures are terminated at the HeNB and the MME.

The HeNB-GW terminates the non-UE-dedicated procedures: both with the HeNB, and with the MME. The
