Symptoms:
WCCP redirected packets counter not incrementing for my WCCP service group

WCCP redirection appears to be working normally, but the "show ip wccp detail" command shows
that zero packets have been redirected.

The "Packets redirected" counter in the "show ip wccp <service_group> detail" output only increments
whenever a packet is redirected via CPU switching. Whenever CEF is being used with inbound WCCP
redirection, L2 forwarding method, and mask assignment, all WCCP traffic should be redirected via hardware
and the counters will not increment.

Packet redirection done via CPU switching can result in excessive CPU utilization and is more expensive than
CEF. If WCCP redirection is working properly and CEF is being used, then WCCP is running optimally and
the packet redirected counter will not increment.
