Disband a Cisco VCS X5 cluster
13. Go to the OCS Relay page (Applications > OCS Relay)
if Mode = On change it to Mode = Off
select Save

Reconfigure Cisco TMS
On Cisco TMS:

4. Confirm that you really want to delete the cluster by clicking Delete.
