This message send a variety of system settings to M618 devices, and the devices apply the settings.)

The setting value is as following(name-value pairs). They can be omitted when appropriate. requestID 
is optional. If present, the M618 devices shall send an acknowledgement message (type 18) to server 
to report the result.

“dynamic” or “static”. If ipType is “dynamic”, the ipAddress, mask, gateway and 
dns settings will be ignored.

IP Address of the device as string. Host name is not acceptable.
