GENERAL CALL WAKE-UP
If the second byte is “00001001” (09h), the device
forces the volatile power-down bits to ‘00’. The
nonvolatile (EEPROM) power-down bit values are not
affected by this command. 
This command allows multiple MCP47X6 devices to
wake-up synchronously.
