VS_CriteriaGroup_Create

 allocates a VolServ API 

criteria group handle. A criteria group handle is used to pass 
criteria group information to and from VolServ.

VS_CriteriaGroup_Create

 returns:

•

A criteria group handle, if one can be allocated.

•

NULL, if a criteria group handle cannot be allocated. An 
appropriate error code is set in 

VSG_Error

 - Memory allocation error.
