The current congestion control state as “Cleared” or “Applied”. 

Congestion applied 

Displays the number of times the system invoked a congestion control policy for the specified 
service type.

Indicates the number of time the ASNGW Manager exceeded the allocated system memory usage 
limit.

Indicates the number of time the ASNGW Manager exceeded the Rx port usage limit.
