  Normal = 0 — Data to be fragmented is not fragmented if the DF bit is set 
  DF-Ignore = 1 — Fragment regardless 
  DF-Fragment-ICMP-Notify = 2 — Fragment regardless, and ICMP Notify if DF bit is set
