Enable the current default behavior of limiting the Mobile IP (MIP) lifetime to be smaller than the Idle,
Absolute, or Long Duration timeouts. When disabled, this command allows a MIP lifetime that is longer than
the Idle, Absolute or Long Duration timeouts.
