Feature Changes
GGSN L2TP call received from the UE without PCO IE in CSReq is successful. However, P-GW/SAEGW
fails PPP authentication for a L2TP call if PCO IE is not received or PCO IE is received without authentication
information in the Create Session Request. As a result the call is rejected.
