Feature Changes
The fix implemented for CSCuw89387 has resulted in a behavior change.
Consider the following scenario:
1
A P-GW has an APN-AMBR value of a/b.

A RAR then is received with an APN-AMBR value of x/y.
3
A UBReq request is sent out, and the UBRsp is received with a Temp failure.
4
Now a second RAR is received with an APN-AMBR value of a/b.
Previous Behavior: Only one UBReq is sent out with the value of x/y.
New Behavior: The UBReq started in step 3 is suppressed and no UBReq is generated.
Customer Impact: No UBReq is generated. The PCRF and P-GW will be in sync with the APN-AMBR
value as 'a/b'.
