This new CLI is configured at the subscriber level to enable/disable the Rulebase Concatenation feature. This
feature is used to merge the prepaid attribute and SN1-Rulebase as a new rulebase. If the Rulebase
Concatenation feature is not enabled, the last received rulebase will be applied to the session.
