Customer Impact:  New behavior reduces access-side signaling by way of consolidating IE in single UBR wherever 
applicable. 

Local Policy engine shall now support two new event triggers:

APN AMBR Modification Failure

Default EPS Bearer Modification Failure 

These event triggers are hit when MME/ePDG rejects a PCRF/Local Policy authorized QoS and informs the same to P-
GW. 

In order to support the new event triggers at Local Policy, two new event CLIs shall be added at Local Policy engine. 
The CLIs shall be used by Local Policy engine to map any incoming event from IMSA Module. If IMSA posts a Local 
Policy event for one of these new event triggers, Local Policy Engine does a rule match and selects the appropriate rule 
entry line inside eventbase configuration. After selecting the appropriate rule, Local Policy engine installs the actions 
configured against the rule entry.
