System and Platform Enhancements 

Previous Behavior:  During Inter-RAT at 2G, a 2G power-off detach request received from different RAI is always 
posted to 3G. 

New Behavior:  During Inter-RAT from 3G to 2G, a 2G power-off detach request received from different RAI is 
processed by 2G. 

Customer Impact:  Session Manager crashes do not occur in the above mentioned scenario.
