Configures the definition for an equivalent public land mobile network identifier (PLMN ID) and the preferred radio
access technology (RAT). This is a of PLMNs which should be considered by the mobile as equivalent to the visited
PLMN for cell reselection and network selection. When configured, the equivalent PLMN list will be sent to the UE in
NAS ATTACH ACCEPT / TAU ACCEPT messages (up to 15 PLMNs in each message).
