New command is added to support NEtwork MObility (NEMO) functionality with an APN on a GGSN node.

command allows the operator to configure the prefix lifetime parameters that can be used 

by a particular DHCPv6 service for delegated prefixes.

            prefix-delegation valid-lifetime valid_lifetime preferred-lifetime 
pref_lifetime

This new command has been added to the Global configuration mode to access the RLF Template configuration mode.
