Changes in Handling of Standalone ISDR from HSS
Previous Behavior: Comparing negotiated QoS and subscription QoS caused the MME to trigger the Modify Bearer
Command (MBC) when standalone ISDR was received from the HSS without subscription data.

is not sent.)

During handovers involving Inter-RAT, some UEs experienced issues with existing behavior, which required the UEs to
be powered off/on (reboot) to acquire service. Those issues should be resolved with the behavior changes identified
below.
