MUR application is experiencing high CPU usage. The usage has exceeded an operator-configure value. 
Probable Cause: The amount of information being sent to the MUR application is approaching the MUR application's 
capacity the MUR application has other tasks running on it which are taking CPU time; a problem with the MUR 
application is causing the CPU to be abnormally busy. 
Condition Clear Alarm: This condition is cleared by a starMURCPUNormal notification.
