Enable or disable IBCF capability.
Define the response to an overload condition.
Set thresholds to dictate the conditions for which congestion control is to be enabled and establish limits
for defining the state of the CSCF service (congested or clear). The tolerance parameter establishes
the threshold at which the condition is cleared.

When congestion is triggered, new CSCF calls are not rejected.
