When the UE moves out to HNB which has a different LAC than the existing one, it is supposed to do location

Important:
Iurh-support is a license controlled feature at HNBGW. One has to install the license for Iurh-support
and additionally, enable the Iurh-feature for a particular HNBGW-service after installing the license.
IURH based F2F Handoff requirements
Following are the high level requirements for IURH based F2F handoff:
HNBGW should allow to enable or disable IURH based F2F handoff
HNBGW should implement HNBAP Relocation Complete procedure which includes Relocation Complete
message
HNBGW should deregister the UE from the source HNB once the relocation procedure is successfully
completed
Limitations
HNBGW allows IURH based handoff of a UE between two HNBs only if both are connected to the same
HNBGW service
HNBGW will support only a single SSRC within an RTP session for handoff. If there are multiple SSRCs being
used within an RTP session, HNBGW will use a single SSRC value while forwarding it to Media GW.
HNBGW allows IURH based handoff of a UE between two HNBs only if both are connected to the same PLMN
and same HNBGW-service.
