New Behavior:  It is now possible for the operator to configure, per RNC, the SGSN to include UE AMBR IE when 
sending RAB Assignment Request and Relocation Request RANAP messages.

This new command allows the operator to determine if the UE AMBR IE is to be included when the SGSN sends 
RANAP messages of the type RAB Assignment Request and Relocation Request. This functionality can be enabled per
