Notes:
This procedure applies to secure and packages clear services.
Do not use this procedure for PPV or uinpackaged clear services.
A package consists of one or more services that are available only to specifically
authorized subscribers. For example, because secure services are encrypted, the only
way for a subscriber to access a secure service is for you to place the service in a
package. Then, you can authorize the subscriber's DHCT to receive the package.

Guidelines
Keep in mind the following important guidelines when you add a service package to
the DNCS:
