For older DVD drives, contact the DVD manufacturer for a firmware upgrade
If DVD movies appear bright and then dim when viewed on a TV, do not 
patch the video through a VCR; connect the ATI TV output directly to the TV, 
using the composite or S-Video connections. This problem only occurs 
when a VCR is connected between the TV output of the ATI display adapter 
and the TV.
ATI display adapters with TV OUTPUT capability will enable  copy 
protection during DVD movie playback. The copy-protected video will 
effectively prevent a VCR from recording a watchable movie. If you 
videotape a copy-protected movie and then play it back, you will typically 
see occasional glimpses of the movie interspersed with 20 to 30 seconds of 
no picture or possibly just a blue screen.
Even if you are not recording the movie, the VCR attempts to compensate 
for the copy-protected signal and this generally leads to the symptom 
described. (Bright and dim display on the TV).
Remember that sound connections are completely independent of the video 
connections; if you wish to hear the DVD movie through the TV, you will also 
need to connect the audio output of the PC to the TV.
