or BIPPA service/server is slow.

connection or discover cause of the latency. 
Check BIPPA service/server CPI usage. If 
BIPPA service is using too much CPU, check if 
its debugging threshold is too high.

Check whether CadBEStrings.properties file 
exists in cadbe.jar on the BIPPA server. If not, 
remove the cadbe folder under 
…\Cisco\Destop\Tomcat\
webapps and let Tomcat recreate it from the 
cadbe.war file. You may need to restart Tomcat 
to cause it to recreate the folder.
