RLC_mode: Base address for RLC data (RLCEN = 1 in Decoder Control Register 0).
VLC_mode: Stream start address/end address with byte precision (RLCEN = 0 in Decoder Control Register 0)
STREAM_START_BIT field in Decoder Control Register 0. When SBE = 1 or DE = 0 in Decoder Interrupt Register, this
register contains HW return value of last byte address (not valid for jpeg) where stream has been read (and used) in accu-
racy of byte. For debug purposes, the last byte address is also written when stream error/ASO is detected even though it
may not be accurate.
