Previous Behavior: A Packet Data Protocol (PDP) Context existed without an associated Traffic flow template (TFT)
for a given Packet Data Network (PDN). After receiving a Create PDP context request without a Traffic flow Template,
the GGSN sent a Create PDP context response with the cause code 199 "No resources available".

New Behavior: Now, if a Packet Data Protocol Context exists without any associated Traffic flow template for a given
Packet Data Network, then the GGSN will send a Create PDP context response with the cause code 221 "PDP context
without TFT already activated" for a Create PDP context request without a Traffic flow Template.
