Setting immediate meeting parameters
Immediate meetings also use ports. By definition they do not use pre-meeting
guard times, but do use resources while they are in progress and use Mtg End

The system manager sets the default port and meeting length. The scheduler is

To create a permanent meeting that never goes away, even if everyone
hangs up, schedule the meeting with the frequency field set to Continuous.
