To associate phone book access to a group:
1.
In Cisco TMS, go to Phone Books > Manage Phone Books, and then in the Directory pane, click the required
phone book.

Click Provisioning Directory Groups, and then click the user group that is to have access to the selected phone

Phone Book Request Handling
Phone book requests from provisioned devices
must be handled by the same Cisco VCS or cluster that has provisioned
the devices in question. If the phone book requests are being sent to a different provisioning-enabled VCS, the requests
will fail, and phone books cannot be made available to the devices.
