A warning ticket is created in Cisco TMS for a Cisco VCS stating there is a
mismatch in time zones, even though the time zones do in fact match. An
example of the issue:
A Cisco VCS with time zone -6 America/Regina does not match the Cisco
TMS time zone -6 Saskatchewan.
