Change Admin State
The administrative state change applies to the entire service only if tpsToModify or
zEndTPNames is specified. If neither of these parameters is specified, the change applies only to
those tpsToModify that have been specified and to the new drop specified. To change the
administrative state, set the changeAdminState parameter to true in the
additionalModificationInfo.
