Click the Develop Application Set button. 

 

Result:  The Application Developer Page opens.

Make sure the Applications tab is selected, and select File and then Open. 
Result:  The Open Application Set Definitions file opens.

Browse to the file you want to open and click Open. 
Result:  The file is opened and the Application Developer Page shows the file 

in its directory structure.
