Introduction
PPV services, like clear broadcasts, are always available to subscribers
whenever they tune to a channel carrying the service. The channel

There are no control mechanisms or package restrictions that prevent
subscribers from accessing the channels where PPV services are
offered. Any subscriber can simply tune to a channel that displays the
service and order the event. However, the events are considered
“secure” because even though the channels are not restricted, the
