Sets or queries the setting of the power-on state clear flag. If the <Value>
parameter is zero, the power-on state clear flag is set to FALSE; otherwise the
flag is set to TRUE.

If the power-on state clear flag is FALSE, at power on, the Service Request Enable
Register, the Standard Event Status Enable Register, and the SCPI Enable Register
settings will be restored to their previous settings. Otherwise, the settings will be
cleared.

The factory default setting is 0.
