It will operate smoothly, but without a secure configuration. In other words, 
any nearby Powerline adapter (wanted or unwanted) without a network ID and 
encryption key connected to the same electrical grid will become part of this public 
Powerline network. That is why it is recommended to configure a private Powerline 
network (with a unique network identifier and encryption key) for guaranteeing the 
security of the home network.
To configure a private powerline network, perform the following steps: 
 
 
1. Plug in all the adapters to be configured. Press the “SYNC/ RST
 
  button of one adapter, and release the button when the VPI LED rotating
 
  rapidly in red, orange and green. 
 
 
2. While the adapter described in step 1 is rotating rapidly in red, orange
  
  and green, press the “SYNC/ RST” button of another adapter, and
 
  release the button when its VPI LED starts rotating rapidly in red,
 
  orange and green.  Do the same for the rest of the adapters if there are
 
  more than two adapters. 
 
 
3. The first adapter will be rotating rapidly in red, orange and green during 
 
  the whole configuration period. The rest of the adapters will stop rotating
  
  colors once they obtain the network identifier and encryption key from  
 
  the first adapter.
 
Attention:
 
1. The adapters during the configuration process shall be within close 
 
  proximity such that they are able to communicate with each other without 
 
  a network identifier and an encryption key.
 
2.  The button of the second adapter should be pressed only after the button
 
  of the first adapter has been released.
 
3.  All of the adapters must be configured within one setup process.  Adding
 
  one adapter at a time is not supported.  In the case where a new adapter
 
  is added to the network, all adapters must be reconfigured.

2.4.2.2 Factory Reset
 
Perform the following steps to do a factory reset: 
 
 
1. Press the adapter’s “SYNC/ RST” button for at least ten seconds
 
  (it VPI LED will start rotating in red, orange and green once the
 
  button has been pressed for two seconds, and will keep rotating colors for
 
 about eight seconds). When the VPI LED switches OFF,
 
  release the button.
