Create Permanent Virtual Channel (PVC)

Release PVC
Releases a specified PVC. PVCs must be manually released. When a P2M
PVC is released, all additional destination connections are also released.
PVC is released, all additional destination connections are also released.
You cannot release an SVC with this command.
