Creates a Real time Variable Bit Rate Permanent Virtual Connection 
(rt-PBR PVC). Specify the SCR (Sustainable Cell Rate ) and the PCR (Peak 
Cell Rate). The Peak Cell Rate must be equal or greater than the 
Sustainable Cell Rate value.
