IP packets are forwarded. The contents of the policy will be specified by the

Perform the following task in system view.
permit
 means applying policy routing for the packets meeting the conditions, and 
deny
 means not applying policy routing for the packets meeting the conditions.
By default, no route-policy and the related node configuration is defined.
Defining the if-match 
clause of policy routing 
IP unicast policy routing provides two 
if-match
 clauses,
 if-match 
packet-length
 clause and
 if-match acl
 clause, i.e. determing which policy to 
be used according to IP packet length and IP address. One policy can include 
multiple if-match clauses, which can be used in combination.
Perform the following task in ROUTE-POLICY view.
By default, no if-match clause is defined.

IP unicast policy routing provides 5 apply clauses. One strategy can include 
multiple apply clauses, which can be used in combination.
